Providence John Gabriel House is a 5-story, 75-unit affordable senior housing and mixed-use project in downtown Redmond that contains a Program for All-Inclusive Care of the Elderly (PACE) facility. In addition to the PACE component, common lobbies, plazas, secure underground parking and various on-site amenities are provided. A city-wide pedestrian pathway runs through the site.
The project site is well suited for a senior community with its proximity to the QFC and Bella Bottega Shopping Center, Redmond Library, Redmond City Hall and Municipal Campus plus many other adjacent and nearby services including medical, recreational and banking facilities. In turn, Providence John Gabriel House adds to the neighborhood and helps create the feel of a vibrant, walkable urban village.
The mixed-use facility is the result of several years of effort by so many. Providence is the owner and operator of the building; Shelter Resources, Inc. and Bellwether Housing were involved as the project and owner developers; SAGE Architectural Alliance was the architect; Walsh Construction was the general contractor and the City of Redmond maintains ownership of the land. Funding was provided by A Regional Coalition for Housing (ARCH), King County Finance and Washington State Housing Finance Commission’s 9% Low Income Housing Tax Credits.
Prior to the start of the project, the city-owned site was well studied and evaluated, with assistance from ARCH, to determine the most appropriate future use of the site—senior housing was the determination of the study. In 2013, the project was awarded, through the RFP process, to the Providence-Shelter-SAGE team. The team’s proposal not only included senior housing but added the PACE component. Bellwether and Walsh Construction were later added to the project team.
As part of the first design phase, SAGE researches site and context information for their projects, and for this project the research included meeting with the administrator of the Senior Center located just two blocks away and learning about their very robust senior’s programs. SAGE also learned about their need for more spaces for the wellness and exercise programs. To address the need, SAGE successfully advocated for including a multipurpose room as part of the new project. Glass doors and windows look into the multipurpose room from the central lobby. Now when residents come and go through their lobby, they see ongoing exercise and wellness classes and are drawn into the healthy, socially-connected lifestyle.
Social connection is one of the most important predictors of healthy aging. The central commons were designed and programmed as a place residents can come any time of day for reading, computer access and informal social opportunities. A wonderful patio seating area is located just outside the commons. The commons and multipurpose room are oriented to the south and west for natural light and connection to the existing pedestrian path that connects to the Senior Center. In consideration of aging in place, strong effort was made to eliminate entry stairs and use ramps for ease of wheelchairs, canes, and walkers. All units are accessible and have roll-in showers.
The Program for All-Inclusive Care of the Elderly (PACE) center is an ideal resource located at the north end of the main level. The program serves frail elders, largely from the broader community, who are brought to the center 2 to 3 times a week by vans to share in the social programming and nutritious meals and to be overseen by their full care team of doctors, nurses, social workers, dentist and podiatrist. With these resources and oversight, residents in the surrounding community are empowered to continue living at home. While most of the new residents are not at the level of frailty served by the PACE center, 8 apartments were initially dedicated to residents participating in the PACE program. These residents are able to live independently, supported by the PACE program, when they might otherwise need the care of a skilled nursing facility.
During design development, SAGE applied for and the project won the opportunity to participate as the focus of a King County Green Building Workshop that brought together green building regional experts to brainstorm project suggestions. Many of these suggestions were included in the design. The project meets and exceeds Evergreen Sustainable Design Standards with efficient radiant cove heaters; trickle vents; LED light fixtures; low-flow shower heads, faucets, and toilets; Energy Star appliances; no garbage disposals; drought-resistant and native landscaping, along with mulching; readiness for roof photo-voltaic panels; individual energy meters; and a healthy, healing environment with vegetation visible from the windows, including planted pots on the Juliet balconies and the existing trees that were preserved.

In 2015, SAGE Architectural Alliance was commissioned by a non-profit provider to do a feasibility study for a mixed-use workforce housing project to serve low and moderate wage earners. The project would be 5 stories of housing over 2 stories of office and clinic uses. The roof would feature a green roof and roof terrace.
One goal of the design was to include space for the highly innovative Program for All-Inclusive Care for the Elderly (PACE) to be located on the first and second floors. The project is a cutting-edge example of collaboration by senior housing providers, working together to create a hub of community-based senior services. While the International District has a growing percentage of seniors, the program envisions serving not only seniors within the International District but also Asian seniors throughout the region.
The street level was designed to promote pedestrian interest with spaces for smaller retail shops nestled between the entrances to the PACE center. The building corner is designed as the major commons as well to resolve circulation paths of the diverse uses—including residential floors, private offices, and elevators to parking—while providing the security needed by the PACE center.
The exterior design references historic masonry buildings with the inclusion of masonry to indicate the office and clinical uses of the lowest 2 stories and the incorporation of red siding on upper levels. The window proportions of the smaller windows and their rhythm are also designed for contextual connection to the historic Chinatown buildings. The project design features distinct base, middle and crown elements and visually celebrates the corner of the block.

The project goal is to provide multi-family workforce housing conveniently located to downtown Anacortes. Anacortes is experiencing rapid growth and a growing retail core. The city presently has limited affordable housing options for workers wanting to live conveniently close to downtown. The 4-story, 36- unit apartment building has primarily 1 and 2-BR units. The 4th floor features private decks with views of the harbor.

This multifamily project maximizes the capacity of mid-rise construction. Located on the steep downtown streets of Tacoma, the design is oriented to take advantage of great views of Mount Rainier. The density of development enables the project to offer amenities at optimum rental rates. The project is nominally 8 stories high, utilizing 5 stories of wood construction above 3 stories of post-tensioned concrete construction.

Homestead Community Land Trust (HCLT), in coordination with Riverton Park United Methodist Church, has redeveloped a portion of the church parking lot and gardens into 18 single family homes. This is the first development in the nation to achieve both NetZero certification AND Salmon-Safe certification. (See info links below)
Located on the Military Road bus line and within a mile of the Tukwila International Boulevard Light Rail Station, The Southard will provide affordable family homes at a subsidized price of approximately $180,000 to $235,000. This project will serve Homestead’s target population of home buyers who are up to 80% area median income. Through the Community Land Trust, these homes will be affordable to first-time buyers and will remain affordable to all subsequent low-to moderate-income buyers that own the homes. The layout has 7 duplexes and 4 single family homes. The 2-story homes vary from 3 to 4 bedrooms with emphasis on larger family-size units. Two 1-story homes will be for those with developmental disabilities.
This project has been awarded funding from the Department of Commerce to develop an ultra energy-efficient pilot program. The project will incorporate performance building envelopes into the design of the houses which will feature high levels of insulation and low air leakage. This will be coupled with photovoltaic solar panels and net-zero energy principles. In addition, the current site plan will feature on-site food production (P-patch) and integration of fruit-bearing trees within the drought-resistant landscaping. Development will minimize hardscaping and other impervious surfaces through site design and will use bio-retention and conveyance for treatment of storm water to the maximum extent feasible.
Funding commitments from the State of Washington and King County has allowed construction to begin. Other funding sources include grants and loans from the U.S. Department of Housing and Urban Development’s HOME program through King County, as well as Private Lenders and Investors. Other partners with Homestead on this project include Parkview Services and longtime funding partner Community Frameworks.
Homestead and SAGE will be assisting Riverton Park United Methodist Church in the overall master plan of the campus, such as improvement to the food bank, the church’s community kitchen, the community garden, landscaping and church housing.
HCLT stewards a portfolio of 214 high-quality, affordable, owner-occupied homes and provides counseling and support services to ensure homeowner success. They have had 29 resales so these homes have provided a total of 241 households with the opportunity for affordable homeownership. Homestead’s growing stock of affordable homes will provide homeownership opportunities for thousands of low to moderate income households in the years to come.
